Revamp catalog tables with responsive cards

Summary

• replace the catalog table layout with an accessible CourseCard component that toggles sections and renders meeting details with responsive labels
• redesign catalog page styling to use CSS variables, responsive grids, and mobile-first controls while preserving existing catalog list styling

Testing

• npm test -- --watchAll=false (fails: react-scripts not found because npm install cannot reach tsutils due to 403 from registry)
