User defined seed and output file name

Added:

• User can define a seed for random number generator ind PARAMS_JDF.py to get reproducible results
• If no seed is set by the user, then the internal seed state from numpy is printed and added to the default filename
• User can define own filename "out_file" for output in PARAMS_JDF.py

(changes to the layout are from auto-formatting on save... No changes there)
