All unit tests outlined on the Confluence page are passing. If the implementation meets ELEC's expectations then it is ready to test with the physical batteries. |

This PR implements a battery power manager for Raye such that the power load is distributed evenly across the port and starboard batteries.
@MoizLokh I've been closely following the design document on Confluence. So far only 3 unit tests are implemented and passing.
