Updated the T&C templates in accordance with internal issue: * https://opendataservices.plan.io/issues/49246 Also removed the piecemeal templates which were originally used to generate the T&C. These were discussed as being a holdover from when we use lib-cove-web for those templates.

There were still display errors despite moving all the terms and conditions copy into terms_conditions.html, so moved all of this into the terms.html template. This displays correctly as tested on a local instance. Removed components/terms directory as this was no longer needed.
