Summary

replace multiple context interfaces with unified PhaseContext
update handlers and validators to use the new context object
register PhaseContext with DI

Testing

dotnet build src/InvestProvider.Backend/InvestProvider.Backend.csproj -c Debug
dotnet test tests/InvestProvider.Backend.Tests/InvestProvider.Backend.Tests.csproj (fails: AdminCreatePoolzBackIdHandlerTests.cs etc.)
