SUMMARY
This PR introduces new segregated composite actions and enables them to get triggered only when it's necessary.

Changes Summary
Introduced a central workflow
main_ci.yamlwhich calls composite actions for pipeline service and pipeline-ui. Also introduced a reusable composite actionsdetect-directory-changes.yamlwhich enables actions trigger based on whether any relevant changes occurred.Hopefully this seperation will help in introducing new ci/cd pipelines easily for other microservices in future.
