- Removed local copies of ARC markdown files - Added symlink pointing to ARCs repo (_devportal/content) via submodule - Ensures devportal always pulls latest ARCs from upstream

This PR replaces the locally tracked ARC markdown files with a symlink to the
ARCsrepository (submodule).By doing this,
devportalwill always pull the latest ARC standards directly from the upstreamARCs/_devportal/contentfolder, avoiding manual duplication and reducing maintenance overhead.📝 Related Issues
