This PR advances dependencies of ProtoTap to the latest versions. The main dependency to upgrade is ToolBase which recently made
MavenArtifactComparable. TheMavenArtifactclass is duplicated in the build classpath of CoreJvm Compiler. So we need this PR for the CoreJvm Compiler build to pass.
