The Android build tools have suffered quite a bit of code rot over the years and as a result, stopped working with modern versions of the Android NDK. This change completely refactors these tools so they support all NDK versions as far back as r18. Prior to that, however, the NDK lacked some standardization, so supporting it was quite difficult and required frequent changes. There are still differences between versions, but they're not quite as breaking as they were before.
