Should EVSE be in upper case? Need to be consistent with the .slcw files.

Is the "EVSE" a sufficiently clear abbreviation? Would the customers know what it is? Would they search for "EVSE" or "Energy" when trying to find this app?

Should this app appear in Studio? If yes then matter_templates.xml should be updated.

Description of Problem/Feature:
Enabling building the silabs evse app in matter extension.
Description of Fix/Solution:
Implemented the relevant slcp, slcw and slcc files.
Testing Done:
Build the app on series 2, series 3 and wifi.
