CORE: Create .pnpm-store and npm folder in docker ember - SP-10277

Main use case (User story)

• We need to create the folder .pnpm-store and make sure it is owned by user node.
• We also need to create the folder /home/node/npm which is where the .npmrc will be stored.

• Create folder .pnpm-store and /home/node/npm
