Add veridise-audit-feb-2026 to the CI trigger branches so audit fix PRs get tested. Also fix a cargo fmt issue in seismic block executor tests.
Add tests replicating the Prague activation check in EthBlockExecutor::finish. When timestamp-in-seconds is disabled, finish passes raw milliseconds to is_prague_active_at_timestamp, causing pre-Prague blocks to incorrectly trigger Prague collection.
BlockFinish::finish passed raw millisecond timestamps to is_prague_active_at_timestamp when timestamp-in-seconds was disabled. Apply the same ms-to-s conversion used by eip2935 and eip4788.
Halt was changed to a revert, so we no longer need SeismicHaltReason. See SeismicSystems/seismic-revm#210
