velator remap + shiplpcs fix

Remapped the velator since the old ones fucked.
1x 300w curse EMP, 2x 200c retribution laser guns

and fixed up the CD lpcs to have the CD prefixes.

the old velator was a kino larpful ship that was basically a self contained miniature covert ops base you could buy from cdt, complete with a muffler. it was perfect for both bombarding people with missiles and deploying teams of boarders, not to mention that it was very cozy and practical

this? this is just a quirky lungspot with iff. we already have the taipan to do this. it's not like EMP is enough of a huge game changer thing that it deserves a ship of its own
