适配了WebJudge对评价材料的要求
一些问题：
som状态下，动作作用的对象没有标注，可能需要修改som的代码，我没敢动，就先用现有的metadata了
用HTML标签作为动作对象的逻辑还没写好，但是考虑到和现有动作描述差别不大，暂时搁置
在planner agent有llm不回话的问题，还没有查出原因
