Initial implementation

This is a merge request for initial structure of downstream management for zernit

Backend will be implemented from RXT0112/kreyludis#2 which was originally designed as contribution to paludis that after close inspection would require too much rewriting to be implemented properly.

@Kreyren Thanks for the heads up :) I'll do some work over the next week to help improve the spellchecker based on what I'm seeing it make false positives for here :)
