Motivation
On windows the CI tests are getting close to 10 minutes on some machines. Increasing the timeout so we dont have issues in the future as we add more tests.
Technical Details
Originally this PR was opened to solve an issue with windows test timeouts, we discovered we had a different issue which we have resolved. With this issue fixed, our test times on windows are still very close to 10 minutes so we need to bump our timeout.
