Description

This is a set of fixes that aims to bring RGB 0.11.1 one step closer to production and comes as a result of an intense testing phase.

Fixes

• Prevent panic in case of invalid global state
• Detect uncommitted known_transitions in a bundle
• Detect mismatch between a transition and its id in a bundle
• AluVM counting operators now return 0 instead of failing if they find nothing

Enhancements

• Rework TransitionBundle::InputMap: it now supports concealed transitions while ensuring allocations can't be spent twice
• Enforce ordered bundles in the consignment and transitions within a bundle, enabling a future backwards-compatible upgrade to streaming validation

Sorry we forgot a decription, added it now. Compared to #292, this provides fixes and other changes without dropping existing or desired features.
