Upgrade to Unity 2021.3.45f2

Summary

Upgraded the Unity version Unity 2021.3.45f2, just a minor upgrade.

Two scripts and some packages auto updated. The game seems to run fine.

We will mourn the loss of Furniture/Machines/SolarPanel.prefab which has broken.

I haven't read up on unity ci in a few years, so no sure why it looks for unityci/editor:ubuntu-2021.3.45f2-linux-il2cpp-1 instead of unityci/editor:ubuntu-2021.3.45f2-linux-il2cpp-3. The name implies that it's just the wrong version of il2cpp, it's just the unity ci version

@iamteapot422 For the v4 test runner, the workflow should use the new license env UNITY_LICENSE. Please add these repo secrets and I'll update the workflow accordingly
