Document formatter trait helpers and bump to v0.5.13

• expand the English and Russian READMEs with detailed formatter tables, helper usage examples, and explicit thiserror v2 compatibility notes, regenerating the README from its template
• extend the crate documentation in src/error.rs to showcase TemplateFormatter::is_alternate, TemplateFormatterKind inspection helpers, and the from_kind constructor
• bump the crate version to 0.5.13 and record the documentation updates in CHANGELOG.md
