Fix tracing flush interest rebuild

Summary

• refresh the tracing callsite interest before emitting telemetry so late subscribers still receive a single masterror::error event
• add reusable telemetry recording helpers and a regression test covering subscriber installation after error construction
• bump the crate metadata to 0.24.16 and document the tracing fix in the changelog and README
