This is the final state per the contract ending April 30, 2021

Added the get for filters (supports years only right now)
Cleaned up tests and endpoints accordingly
but this has at least gotten us up on a new endpoint.
Added a simple test.sh to validate that the new endpoints are
functioning.
Recreating deploy.sh as an action, we'll see how this goes.
Will only trigger on published releases
Supposedly Artifact Registry requires this
Should include the -docker.pkg.dev suffix
Stupid line continuations
tests rather than after to avoid issues with dirty databases.
(filters/pagination), made endpoint export style consistent,
fixed a couple of resultant errors in tests.

Management API instead of JWT user access tokens
Implemented admin check for region updates that attempt to change the
region manager.
Missed a line continuation.
Moving secrets to environment variable format
relevant tests.
Refactored edit request tests
Fixed an issue with test handling for bad bearer tokens
Also finally got around to separating the test and prod firestore
instances
Firestore should be working again
Admins should get all regions when requesting their own region data
Region admins should be able to see all user data
Edit Requests should accept the full business instead of just the ID for
deletes.
