Updated to add language folders for each official language under each country folder in Module 1.3.1 when generating the folder tree. Refer to item 14 in Appendix 2 to the EU Module 1 specification v. 3.0.3: Directory: "m1/eu/13-pi/131-spclabelpl/CC/LL"
