Spectating clients can set trackent independently of goalentity to override POV. Useful when spectating players tracking other players.
Resolves a bug where SV_ApplySafestrafe() sets ucmd->sidemove = 0 and assigns pending_frames = required_frames, so a sv_safestrafe 1 ends up requiring 2 neutral frames.
