Seperates data extraction and data use of EIA API data

Starts the process of retrieving EIA data from the API and saving it, then passing it into the required script. I think this makes the implementation a little clunky, but I think helps in stability.

Requirements for this to be complete:

• Demand scalers
• Transport yearly demand
• Natural gas data
• Natural gas trade data (in solve_network)

Checklist

• I tested my contribution locally and it seems to work fine.
• Code and workflow changes are sufficiently documented.
• Changed dependencies are added to envs/environment.yaml.
• Changes in configuration options are added in all of config.default.yaml.
• Changes in configuration options are also documented in doc/configtables/*.csv.
