Summary

use learningApi_v2 as default API implementation
drop PathActivationDebug page and merge activation controls into path planning
update dashboard navigation to remove debug page
update Data Management page and other modules to use the new API

Testing

npm test (fails: No test suite found in file goalStateManager.test.ts)
