Adds granular audit metadata to file, folder, and case note controllers. Depends on THIS PR

• File upload auditing moved from individual upload to commit time so only finalised files are audited, with single vs bulk actions distinguished.
• File move auditing moved from the selection view to the save controller, now recording file name, source folder, and destination folder per file.
• Folder rename captures old and new names.
• Case notes include the note text.
• File delete and download controllers now distinguish single vs bulk actions with collapsible file lists.
