Keep this on hold for now- it will cause infra issues on deployment to prod and we just want to decide what the best course of action is

This PR starts the process of removing the
NET_RESIDENCEfeature flag by removing related code that is now redundant.There is a second PR open that removes the feature flag from the infrastructure once this PR is merged
