The original characters-cjk.txt considers only the zh_TW locale, which leads to characters missing for zh_CN and ja locales. Also consider these locales when generating characters-cjk.txt Signed-off-by: Icenowy Zheng <icenowy@aosc.xyz>

Because of a bug of coreutils or glibc, the characters list lacked some characters when doing "uniq" command. Add them back, with doing the operation with LC_ALL=C
