When provisioning an RKE2 cluster, Rancher expects cloud-init to support
runcmdandwrite_filesdirectives. Coreos-cloudinit supportswrite_files, but notruncmd. This implements both directives to allow Rancher to provision RKE2 with Flatcar hosts.
