When provisioning an RKE2 cluster, Rancher expects cloud-init to support runcmd and write_files directives. Coreos-cloudinit supports write_files, but not runcmd. This implements both directives to allow Rancher to provision RKE2 with Flatcar hosts.

Tested with Rancher v2.10.2, vSphere 7 hosts and RKE2 Kubernetes version 1.31.
