Description
Adds a general project coding instructions file for Copilot to better understand what we want it (and anyone else working on the project) to do / not do.
This is just a starting point. We want to promptly add things that are specific to our project too (eg. Technologies used, coding standards chosen, etc).
Test plan
Try Agent Mode in your editor (eg. VS Code) and make sure Copilot's actually using the instructions.
Remarks
Currently, Copilot doesn't always read the instructions file every single time so you will have more luck if you open it in your editor and have it as the context when you're using Agent Mode.
