[AIP-151]: Add pry gem to all environments

Summary of Changes

Added the pry gem to be available in all environments (not just development and test) to ensure it's available in rails console and other irb sessions across all environments (production, staging, sandbox) and works properly in containers.

Testing Performed

Verified that pry can be required in a Ruby console and that basic pry commands work as expected.
