2.5.3: Misc. Fixes

Improvements:

• Allow free chest shops to exist
• Allow staff to list private chatrooms
• Allow up to 4 stacks of items in chest shops

Fixes:

• Fix tab complete in give item command for the Totem of the Void
• Prevent players without armor from entering regions protected with CustomArmorDeny
• Allow for ampersand color codes in chat
• Allow players to actually access their chest shops
