Convert to new format

This is a pretty big change. But things should be much easier to work with now.

Major format changes include:

• Split documents into separate metadata and game data files.
• Reverted the tag thing, as it ended up not really giving any benefits for developers.
• Changed the script tables in the metadata to be a simple array instead of the weird tree thing I had going on before.

I may be forgetting some things, but most of the actual changes in here were just adding empty descriptions (to be filled in at a later date) and bringing back the Type: field.
