This PR updates some dependencies including those that have been identified as security vulnerabilities.
Also this PR adds a Dockerfile so we can build an image capable of producing an event-svg-sprite.svg file from an arbitrary folder of SVGs. This will soon be driven by CircleCI to automatically publish sprite files to a place where downstream builds or processes can pick it them up.
