Adds a single shared tests/sync_client/conftest.py (and init.py) so the 14 feature PRs (#26, #28–#29, #31–#36, #39, #41–#44) can merge without conftest conflict chains. This conftest is fixtures + a mock helper only; it does not depend on PR #23. If PR #23 later changes test URL patterns (e.g. _api_root), we can align this conftest in a follow-up.
