Motivation

Record a complete, verbatim snapshot of the repository state (metadata, tree, and every file) for auditing, review, and offline inspection.

Description

Add snapshot.md at the repository root containing repository metadata, the full directory tree, and the full contents of every file (binary files are marked as such), plus the workflow inventory, search index, and notes; no other files were modified.

Testing

No automated tests were executed for this change.
