RMET-3983 - Add workflow to publish library under io.ionic.libs in Maven

Description

• Adds the publish-android.yml workflow to publish the library in Maven under io.ionic.libs.
• Also updates library name on Maven to ionbarcode-android, following the same pattern we used for https://github.com/ionic-team/ion-android-geolocation
• Also removes docs/CHANGELOG.md file which was duplicating the one in the root
