add python 3.13 to CI, project and docker base + security fixes

• use https://github.com/bird-house/twitcher/releases/tag/v0.11.0 updates (same Python 3.13 + security fixes)
• Python 3.13 support in project, CI and use it in dockers
• Drop Python 3.8 and 3.9
• urllib and requests security updates
• unpin pyramid, zope.sqlalchemy, zone.interface for Python 3.13 support
  (this is blocking Update urllib, requests and Python 3.13 cowbird#98 from unsolvable conflicts)

security/snyk (daccs) error can be ignored. It complains about setuptools>=78.1.1, which is what is set in requirements-sys.txt...
