Description: This PR updates the README.md to lock the MVP scope and technical interface for the Policy Simulator module.
Changes:
Defined MVP Scope: Clarified the "Policy Simulator" microservice goals and exclusions (e.g., no full ABM yet).
API Contract: Documented the POST /run_scenario inputs, required parameters, and expected outputs.
