Add MLES Method with Two policy design Tasks

Core Changes (Require Review)
Please review the modifications in the following core files to ensure compatibility with the existing platform:

2. llm4ad/tools/llm/llm_api_https.py
3. llm4ad/base/evaluate.py
4. llm4ad/method/init.py

MLES Implementation (New Features)
The remaining changes are specific to the MLES implementation and will not affect other parts of the platform:

1. Tasks: Added support for Lunar Lander and Car Racing environments.
2. Method: Integrated the new mles method.

Summary of Impact
The changes in the base and tools directories are optimizations/adjustments to support the new features, while the MLES-specific code is modular and isolated from other existing methods.
