+# 0026-CoreCouncilUpdates

+## Context
+
+As a matter of both maintaining of active membership in the groups of ODAO Core and ODAO Council, we seek to rotate the members out that have become inactive or no longer willing to be a part of it. Furthermore we add capability to continue to adjust the position of stablecoins (USDC) swapped via execution of 0023. We amend the continuation of it temporarily as the Cardano stablecoin landscape still hasn't matured sufficiently for us to be able to confidently deploy OUSD.
+
+In the meantime, we seek to have the ability to farm yield on these stablecoins, and such decitions are given with mandate of seeing relatively minimal risk exposure (defined as, TVL owned by ODAO in the protocol in question as being less than 2% of total TVL, with preference for protocols that have been deployed for years now).
+
+Further, in the ODAO Core we move the explicit trust on Optim Labs as a founding entity guarding any upgrades to ability being moved to a proper representation as equal weight. In the future updates we'd like there to be less overlap between the two groups of Core and Council, but presently we seek to ensure both continued safety and operational ability in these groups.

+### Added Council Delegation of Treasury
+
+We grant the Council the ability to allocate ODAO Treasury stablecoins originally intended in 0023 to be used for OUSD, but in the meantime need and should be used for simple yield farming. Nominal amounts are to be used for paying gas fees.
+
+Proposed risk framework guideline is: Keep it simple, keep it to only big protocols. Never put more assets into a protocol than 2% of the specific vault's TVL (protocol overall TVL is taken into account as a 'maturity' but not on a vault to valut level). Keep it to top protocols and simple yields. Sane risk to reward ratio must be found.
