Adds a Normal/Fast toggle in transcription settings for cloud mode.
Normal uses batch transcription after recording. Fast uses WebSocket streaming via OpenAI Realtime API for live transcription.
Defaults to Normal. Setting persisted to localStorage. Translations added for all 11 locales.
