🎩 Description

This PR bumps the module to 0.31 version of decidim.
It integrates the changes of mainio#129
It also integrates the changes from fix_database_not_available branch (#4)

This PR is not meant to be merged into master.

Testing

1. As an admin, go to the Term customizer in the BO
2. Add a new translation set
3. Use "add multiple" and search for "process". See that you have more than 10 results.
4. Add a custom translation for example for the key "decidim.participatory_processes.pages.home.highlighted_processes.active_spaces" (screenshot one). Then go the FO on the home page to check that you translation is well displayed (screenshot two)
5. As an admin, add a custom translation key for "decidim.export_mailer.export.click_button_html". (screenshot three)
6. Click on export button and see in letter_opener that your custom translation is well applied in the email received (screenshot four)
