Bump to 0.31 version of decidim

🎩 Description

This PR updates the module to 0.31 version of decidim

This PR is not meant to be merged into main.

Testing

1. As an admin, go to a process > budgets > first budget > projects index. Ensure the projects has taxonomies (if not you can add filter in the budget component, and then add taxonomy on some projects). In the projects index, click on export all and then export the projects (screenshot one). Download your export in letter_opener.
2. As an admin, go to the same process > budgets > another budget > projects index. Click on "Import" and choose "Import projects to budget" (screenshot two). Add your export file and click on "Import"
3. See that the projects have been well imported on the assembly budget (screenshot three)
