bump: budgets booth 0.29

🎩 Description

This PR updates budgets_booth module to its latest commit.
(cf commits OpenSourcePolitics/decidim-module-ptp@81a5a69, and OpenSourcePolitics/decidim-module-ptp@ce8a886).

It also adds regenerator-runtime dependence to fix an error (Module not found: Error: Can't resolve 'regenerator-runtime/runtime' in '/Users/stephanierousset/.rvm/gems/ruby-3.2.2/bundler/gems/decidim-a664bb881843/decidim-core/app/packs/src/decidim').

Testing

1. As an admin, go to a process, add one new budget component and publish it, add a budget and projects in it.
2. As a user, go to the process and to the budget you added, and see that you are directly redirected inside the voting_booth.
3. As an admin, go back to the budget component, add an announcement text to it.
4. Repeat step 2 and see that you are now on the budget index where the announcement is displayed
