Migrate oeplatform to django 5

This PR includes changes to migrate from django 3.2 to django version 5.1. The available changes make the oeplatform runnable with django v5 but I think it would be good to test this in more detail.

@wingechr i updated to django 5.1.1. In general, everything works using the updates in this PR .... maybe there are other things that need an update. Once you got some time for it, then please take a look if this also works for you.

And test fail after i update the django version in requirements.txt ... i fixed this last week but need to remember what it was :) will add this later.
