https://github.com/od-contrib/commander is an evolution of DinguxCmdr that is resolution-independent, supports symlinks, images, font fallback, etc. Signed-off-by: Gleb Mazovetskiy <glex.spb@gmail.com>

Adds and enables https://github.com/od-contrib/commander, an evolution of DinguxCmdr that supports any display resolution (with DPI scaling), supports file editing, symlinks, images, font fallback, shows error dialogs, and more.

Requiers CMake 3.21+, which we have as of OpenDingux/RetroHandhelds-Docker#2
