I've been thinking of dropping, or at least disable the Intel runner, for a while. The code signing/notarisation part (almost) never worked anyway. But I never came to it.
Let's give this a try, wouldn't hurt.

This might not be enough to work properly, and it won't run on PRs, but the runner is now completely removed, and the jobs aren't running at all now.
Using macos-13 is now an invalid value that is blocking #6781 and #6847 for a while now.
