Added OPE test command with proper path config. This runs our
All-tests.ipynbfile to test the environment. This was tested on NERC ROSA and works properly. One thing to note is that the OPE tool relies upon thecolumncommand fromlinux-utilsdistro package. Also, the Network test inAll-tests.ipynbassumes that eithercurlorpingis installed.
