Introduces a new, extensive CLI definition for ctr v2.1.4-k3s2 and streamlines repo ignore rules.

• Adds examples/cncf_cli_tools/ctr-v2.1.4-k3s2.json containing full command/options schema for the ctr CLI
• Replaces verbose .gitignore with a minimal set covering Python caches, virtualenvs, IDE folders, and logs/
